Which Shopify plan do we need?

Any paid plan. The agent works through the standard store admin access available from Basic upwards, so Shopify Plus is not required. Multi-location stores are supported, and inventory is always reported per location.

Will it refund or cancel an order on its own?

Not unless you decide it should. Refunds, cancellations, manual payments, and anything that reaches a customer sit behind approval gates: the agent prepares the action with its reasoning, and a person approves before it happens. Read-only lookups and internal staff notes are the usual starting point.
